Under the visionary leadership of Mayor Rolando A. Uy, Cagayan de Oro has been awarded the prestigious Department of Interior and Local Government Seal of Good Local Governance (SGLG) for the very first time!
The SGLG is a testament to the exceptional performance of our local government across various areas, emphasizing the pillars of integrity and good governance as fundamental to meaningful local autonomy and development.
The SGLG traces its roots to the Seal of Good Housekeeping (SGH), promoting transparency and accountability in local operations.
The Seal of Good Local Governance or SGLG, enacted through Republic Act No. 11292 in 2019, is a standardized award, incentive, honor, and recognition-based program encouraging LGUs’ commitment to progress and improve their performance along various governance areas continuously.
The SGLG maintains the “All-in” principle where a local government must pass ALL governance areas aimed at:
- Financial Administration and Sustainability: Uphold the practice of fiscal discipline and sustainability, and transparency and accountability in the use of public funds;
- Disaster Preparedness: Prevent and prepare for disasters, whether natural or human-induced, to strengthen their resilience;
- Social Protection and Sensitivity: Demonstrate responsiveness to the needs of, and facilitate meaningful engagement with the vulnerable and marginalized sectors of society;
- Health Compliance and Responsiveness: Set-up, implement, and sustain health policies and programs that would strengthen and promote the well-being, healthy lifestyle, and safety of the public while ensuring that all individuals, especially the vulnerable, have fair opportunities for better health without causing financial hardship through the organization of an integrated healthcare delivery system;
- Sustainable Education: Implement education reforms and programs to support the vision of quality education for all;
- Business-Friendliness and Competitiveness: Enable pro-competitive policies and interventions, and facilitate ease of doing business, by the Ease of Doing Business and Efficient Government Service Delivery Act of 2018 (RA 11032);
- Safety, Peace, and Order: Protect constituents from threats to life and damage to property;
- Environmental Management: Safeguard and preserve the integrity of the environment through adaptive social responsibility;
- Tourism, Heritage Development, Culture and Arts: Foster the value of sustainable tourism, and nurture culture and heritage; and
- Youth Development: Stimulate meaningful participation of youth in local governance and nation-building.
This recognition is a reflection of our city's commitment to excellence and progress, highlighting the dedication of Mayor Rolando A. Uy and his team in steering Cagayan de Oro toward a brighter and more prosperous future.
