Harbin Municipal People's Government, People's Republic of China (2005)

Cagayan de Oro and Harbin formalized sister city relations in the year 2000 following exchange visits among officials and private sector representatives.

The city maintains strong ties with Harbin through exchange visits and participation in tourism and cultural events, such as, Harbin’s spectacular annual Ice and Snow Festival.

In 2018, the Cagayan de Oro Trade and Investment Promotions Center (Oro-TIPC) facilitated a visit by the University of Science and Technology in Southern Philippines (USTP) to Harbin. There, USTP signed a memorandum of agreement with Harbin University of Science and Technology for academic research and teacher exchange.

 In July last year, Oro-TIPC also facilitated the participation of the Corpus Christi Children’s Choir in the 2nd Harbin International Children’s Choir Festival where Corpus Christi won the silver medal.

Later that same year, the City of Cagayan de Oro received guests from Sister City Harbin and Friendship City Xiamen, seeking to strengthen ties to boost partnership and collaboration. This was immediately followed by a visit from a group of educators led by the Director of the Harbin Education Bureau, Zhao Xiaosong, seeking to connect with the Local School Board (LSB) student exchange.
