CAGAYAN DE ORO CITY – The City Government of Cagayan de Oro, through the Trade and Investment Promotions Center (TIPC), successfully led the preparations and coordination for the historic visit of 16 European Union (EU) Ambassadors and envoys to the city on January 14–16, 2026—marking one of the largest diplomatic delegations to visit Northern Mindanao in recent years.
Under the leadership of Mayor Rolando “Klarex” A. Uy, TIPC served as the primary coordinating office, working closely with the European Union Delegation to the Philippines and various city departments to ensure a well-organized and productive engagement. The visit showcased Cagayan de Oro’s growing reputation as an emerging investment hub and a model for peace-driven economic development.
TIPC’s Strategic Role
As the city’s lead office for international relations, trade, and investment promotion, TIPC played a crucial role in planning the diplomatic itinerary, coordinating inter-agency meetings, preparing project briefs, and aligning discussions with the city’s priority development agenda.
The successful visit demonstrated the city’s readiness to engage in high-level international partnerships and reflected TIPC’s strengthened capacity to manage global diplomatic engagements that translate into concrete economic opportunities.
Strengthening EU–Oro Relations
The delegation, led by EU Ambassador Massimo Santoro, engaged in high-level discussions with city officials, exploring potential partnerships in infrastructure, transport modernization, renewable energy, sustainable urban development, and peace-building initiatives.
In his official communication following the visit, Ambassador Santoro expressed appreciation for the warm welcome and fruitful exchanges with the city government, emphasizing the EU’s commitment to further strengthening EU-Philippines relations through meaningful local partnerships.
The ambassadors likewise affirmed their interest in supporting development initiatives in Cagayan de Oro and neighboring Northern Mindanao local government units, particularly in advancing “peace economies” that promote inclusive growth, stability, and long-term resilience.

Interest in Development and Infrastructure Projects
During the visit, EU envoys signified openness to back priority projects of the Klarex Administration, including studies and possible funding support for sustainable transport systems. Discussions also included potential Swedish funding assistance for a comprehensive transport study aimed at improving mobility, reducing congestion, and promoting climate-responsive urban planning in the city.
Investment opportunities in renewable energy, digital innovation, agribusiness, and green infrastructure were likewise highlighted, positioning Cagayan de Oro as a strategic gateway for European partnerships in Mindanao.
Cable Car System Exploration
Austrian Ambassador Johann Brieger conveyed Austria’s readiness to support exploratory discussions on a potential cable car system in the city. Austria, recognized as a leading cable car manufacturer in Europe, expressed willingness to facilitate connections with Austrian firms should the city pursue the project further.
These parallel engagements underscore growing European interest in collaborating with Cagayan de Oro on innovative and sustainable urban solutions.
Toward Long-Term Partnerships
The EU delegation’s visit signals renewed confidence in Cagayan de Oro as a partner for sustainable growth and peace-building in Mindanao. With TIPC continuing to spearhead follow-through discussions and project alignments, the city aims to transform diplomatic goodwill into tangible investments and development programs that will benefit its people.
