In line with Presidential Proclamation No. 818, which declares May as "Ease of Doing Business (EODB) Month," Cagayan de Oro City is set to host the Grand EODB Fair in partnership with the Anti-Red Tape Authority (ARTA) on Friday, May 30, 2025, at the City Tourism Hall. This event brings together multiple national and local government agencies in a single venue, enhancing efficiency and accessibility for all.
A Unified Approach to Public Service
The Grand EODB Fair embodies the government's commitment to reducing bureaucratic red tape and improving service delivery. By consolidating various services under one roof, the fair minimizes the need for citizens to visit multiple offices for different queries and transactions.
Participating Agencies and Services
The fair will feature a wide array of services from both local government units (LGUs) and national government agencies (NGAs), including:

LGU Offices: Business Permits and Licensing Office (BPLO), City Finance Department, the Office of the City Building Official (OBO), the City Health Office, the City Planning and Development Office (CPDO), the City Civil Registry, Public Employment Services Office (PESO), City Tourism and Cultural Affairs Office, City Social Welfare and Development Office (CSWDO), and Cagayan de Oro Trade and Investment Promotions Center (Oro-TIPC).

National Government Agencies and Government-Owned and Controlled Corporations (GOCCs): Department of Foreign Affairs (DFA), Government Service Insurance System (GSIS), Home Development Mutual Fund (PAG-IBIG), Philippine Health Insurance Corporation (PhilHealth), Social Security System (SSS), Land Transportation Office (LTO), Philippine Statistics Authority (PSA), Bureau of Internal Revenue (BIR), Land Bank of the Philippines (LBP), Department of Information and Communications Technology (DICT), Bureau of Fire Protection (BFP), Food and Drug Administration (FDA), Department of Tourism (DOT), Department of Trade and Industry (DTI), Securities and Exchange Commission (SEC), Department of Energy (DOE), Cooperative Development Authority (CDA), Land Transportation Franchising and Regulatory Board (LTFRB), Department of Labor and Employment (DOLE), and Philippine Information Agency (PIA).
Services offered will range from business name registration, issuance of various certificates (birth, marriage, death), National ID processing, driver's license renewal, to cooperative registration, among others.
Lazada Communitours Joins the EODB Fair
Bringing a dynamic private sector presence, e-commerce giant Lazada will co-locate at the Grand EODB Fair through its Communitours initiative—a community-based outreach that connects local entrepreneurs and small businesses to the digital economy.
Through its booth, Lazada will offer training and onboarding onsite for aspiring online sellers, support for existing micro, small, and medium (MSMEs), and information on how to build and grow a successful store on the platform. This partnership highlights the city’s drive to not only simplify government transactions but also to support digital inclusion and economic participation.

Signed by President Ferdinand R. Marcos Jr. on March 3, 2025, Proclamation No. 818 declares the month of May as "Ease of Doing Business Month." The proclamation directs ARTA to lead the annual observance and encourages all government agencies, GOCCs, LGUs, non-government organizations (NGOs), and the private sector to participate in activities that promote efficient government service delivery .
